Construction invitation to tender 01B46-23-137 (two phases) Building 18 Cold Room at AAFC- St-Johns Research and Development Centre, NL TWO PHASE SELECTION PROCESS This is a two phase selection process. Refer to the Special Instructions to Bidders. Tenders for the project indicated above, will be accepted at the following address, up to the tender closing date and time indicated below: aafc.escprocurement-cseapprovisionnement.aac@agr.gc.ca Scope of Work: Agriculture and Agri-Food Canada (AAFC) intends to retain a Contractor to provide construction services for St-John’s Research and Development Centre in the province of Newfoundland. The scope of this project is to repair the vehicle ramp for access to the top level of building 18 located at the St. John’s Research and Development Centre off Brookfield Road. The scope of work required from the successful contractor is to remove the concrete and asphalt surface off the top of a underground cold room. Once existing surface is removed, the contractor is to place structural fill and construct a surface consisting of both concrete and asphalt. Site grading and landscaping to match existing conditions in the proximity of the ramp. The contractor is to note that building 18 will be active during construction with AAFC personnel on site. Adjacent to the ramp is a lunchroom and a garage for fleet vehicles. Close attention should be given to work that may affect the functionality of these spaces. It is required that this work will need to be completed no later than end of December 2023. Contractor will need to account for any construction methods required to complete during winter months, including but not limited to concrete placement. Optional Site Visit: A. Phase One 1. There will not be a site visit for the Phase One solicitation process. B. Phase Two 1. There will be a Phase Two site visit. The date, time and location for the Phase Two site visit will be identified during Phase Two. 2. The Phase Two site visit for this project is OPTIONAL. The representative of the Bidder should sign the Site Visit Attendance Sheet at the site visit. Tender Period Closing Date and Time: October 10th, 2023 at 02:00 pm (EDT). Des soumissions pour le projet identifié en rubrique, seront reçues jusqu'à la date et l'heure indiquées ci-dessous, à l'adresse suivante: aafc.escprocurement-cseapprovisionnement.aac@agr.gc.ca Description du travail: Agriculture et Agroalimentaire Canada (AAC) a l’intention de faire appel à un entrepreneur pour assurer les services de construction requis pour le centre de recherche et de développement de St-John’s dans la province de Terre-Neuve et Labrador. Le projet vise à réparer la rampe pour véhicules de l’immeuble 18 qui donne accès à l’étage supérieur de l’immeuble 18 situé au Centre de recherche et de développement de St. John’s, près du chemin Brookfield. L’entrepreneur retenu doit enlever la surface de béton et d’asphalte sur le dessus d’une chambre froide souterraine. Une fois cette surface enlevée, l’entrepreneur doit placer un remblai au niveau de la structure et construire une surface composée de béton et d’asphalte. Le nivellement et l’aménagement du terrain doivent correspondre aux conditions existantes à proximité de la rampe. À noter que l’immeuble 18 sera ouvert pendant la construction et que du personnel sera sur place. Un coin repas et un garage pour les véhicules du parc automobile sont adjacents à la rampe. Il faut prêter une attention particulière aux travaux qui pourraient compromettre la fonctionnalité de ces espaces. Les travaux doivent être terminés au plus tard à la fin de décembre 2023. L’entrepreneur sera responsable des méthodes de construction requises pendant l’hiver, notamment le coulage du béton. Visite optionnelle des lieux: A. Phase un 1. Il n’y aura pas de visite sur place dans le cadre de la première phase du processus d’appel d’offres. B. Phase deux 1. Il y aura une visite des lieux le [date] à [heure] dans le cadre de la deuxième phase. La date, l’heure et le lieu de cette visite seront communiqués durant la phase 2. 2. La visite des lieux au cours de la phase 2 est OPTIONNELLE pour ce projet. Le représentant du soumissionnaire qui a présenté une soumission pour la phase 2 devrait signer le formulaire de présence. Heure et date de clôture de l'appel d'offres: 14h00 (HAE), le 10 octobre 2023. Les demandes d'information et questions reliées à la présente demande d'offres doivent être adressées par écrit EXCLUSIVEMENT à l'agent de contrats d’AAC identifié ci-dessous.
