    The Indigenous Early Learning and Childcare (IELCC) Transformation Initiative supports the Government of Canada’s goals of helping Canadian children get the best start in life, better support Canadian families, and invest in ELCC programs for Indigenous children, as stated in Budget 2017. Further, it supports the joint implementation of the Indigenous ELCC Framework, which reflects the cultures and needs of all Indigenous children and families across Canada alongside the unique priorities set out by First Nations, Inuit and the Métis Nation.

    L’Initiative de transformation de l’apprentissage et de la garde des jeunes enfants autochtones appuie les objectifs du gouvernement du Canada qui consistent à aider les enfants canadiens à avoir un bon départ dans la vie, à mieux soutenir les familles canadiennes et à investir dans les programmes d’apprentissage et de garde destinés aux jeunes enfants autochtones, tel qu’il est indiqué dans le budget de 2017. Elle appuie également la mise en œuvre conjointe du Cadre autochtone d’apprentissage et de garde des jeunes enfants qui reflète les cultures et besoins des enfants et des familles autochtones de l’ensemble du Canada en plus des priorités établies par les Premières Nations, les Inuits et la Nation métisse.

    This will be accomplished in the following ways: • Through partnership and joint management of distinctions based investments that will enhance and expand Indigenous ELCC, and support the transfer of ELCC to Indigenous organizations; • Strengthening foundational supports for Indigenous ELCC through, for example, Indigenous led quality improvement projects; and • Adapting and improving existing federal programs to be more flexible, adaptable and horizontal across federal departments as a first step prior to transferring control, so that programs cohesively support the goals of the Framework including supporting self determination.

    Ces objectifs seront atteints comme suit : • Dans le cadre de partenariats et grâce à la gestion conjointe d’investissements fondés sur les distinctions, lesquels permettront d’améliorer et d’élargir les services d’AGJE pour les Autochtones et d’appuyer le transfert du contrôle de ces programmes aux Autochtones. • Grâce au renforcement du soutien fondamental des services d’AGJE pour les Autochtones, par exemple les projets d’amélioration de la qualité dirigés par des Autochtones. • En adaptant et en améliorant les programmes fédéraux existants pour qu’ils soient plus souples, adaptables et horizontaux d’un ministère fédéral à l’autre en guise de première étape vers le transfert du contrôle. Les programmes soutiendront ainsi, d’une manière cohésive, les objectifs du Cadre, notamment le soutien à l’autodétermination.
