- NOTICE OF PROPOSED PROCUREMENT (NPP) Solicitation #: 30005481 This requirement is for Fisheries and Oceans Canada. Title: Buoy Services – Newfoundland and Labrador. Objective: The Canadian Coast Guard (CCG) requires services related to placing, lifting, removing, maintaining, and servicing buoys through local contractors in Newfoundland and Labrador. Background: The Canadian Coast Guard, Marine Navigation Services establishes aids to navigation that assist vessels in navigating safely through our waterways. The program benefits pleasure craft, fishing, and commercial vessels and ensures the public's right to navigate. Canadian Coast Guard Navigation Programs are mandated to keep waters accessible by providing aids to navigation, developing waterways, and protecting navigable waters. The Contractor must ensure the provision of placing, lifting, removal, maintaining, and servicing of the buoys listed in the Solicitation 30005481. Scope of Work: In Summary, the Contractor is required to: • Provide their own vessel to complete this requirement. • Inspect all buoys once a year. • Place buoys on position in accordance with navigational requirements using GPS when required; • Maintain buoys on position and in operation; • Change lanterns as required • Lift, remove, place, store or change buoys as required. • Complete Buoy Service Reports as required Comprehensive Land Claims Agreements N/A Ownership of Intellectual Property: N/A Security Requirement: There is no security requirement associated with this Solicitation, but there are security requirements indicated in Part 6 - RESULTING CONTRACT CLAUSES. Contexte: Les Services à la navigation maritime de la GCC mettent en place des aides à la navigation qui contribuent à la sécurité de la circulation maritime dans nos voies navigables. Le programme profite aux embarcations de plaisance, aux bateaux de pêche et aux navires commerciaux, et permet à la population d’exercer son droit de naviguer. Le programme d’Aides à la navigation de la Garde côtière canadienne a pour mandat de veiller à l’accessibilité des eaux en fournissant des aides à la navigation, en aménageant des voies navigables et en protégeant les eaux navigables. Portée des travaux: En résumé, l'entrepreneur doit: • Fournir son propre navire pour répondre à la demande; • Faire l’inspection de toutes les bouées une fois par année; • mettre en place les bouées selon les exigences relatives à la navigation à l’aide du système de positionnement mondial différentiel (GPS), au besoin; • maintenir les bouées en place et en état de fonctionnement; • Changer les lanternes au besoin; • Lever, enlever, positionner, entreposer et changer les bouées, suivant les besoins; • Remplir le rapport d’entretien de bouées, suivant les besoins.
