TWO PHASE SELECTION PROCESSThis is the first phase (Phase 1) of a two-phase competition: the first phase will evaluate the qualifications of all bidders; second phase (Phase 2) will invite the qualified bidders to provide a financial bid on the project based on the specifications and drawings. Upon award of contract in Phase Two the pre-qualification list will be terminated, no additional contracts will be awarded. The work consists of the furnishing of all plant, labour, equipment and material for breakwater repairs at Bay De Verde, NL, in strict accordance with specifications and accompanying drawings and subject to all terms and conditions of the Contract. Note that the Contractor must incorporate COVID-19 standardized protocols in their site specific Health and Safety Plan. In general, work under this contract will consist of, but will not necessarily be limited to the supply and installation of new 10-14 tonne armour stone, as noted on the drawings. Stones are not to be end dumped from trucks (they are to be placed individually by equipment).Familiarization with siteBefore submitting a bid, it is recommended that bidders visit the site and its surroundings to review and verify the form, nature and extent of the work, materials needed for the completion of the work, the means of access to the site, severity, exposure and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their bid or costs to do the work. No allowance shall be made subsequently in this connection on account of error or negligence to properly observe and determine the conditions that will apply.

PROCESSUS DE SÉLECTION EN DEUX PHASESVoici la première phase (phase 1) d’un concours à deux volets. La phase 1 évaluera les compétences de tous les soumissionnaires et la phase 2 invitera les soumissionnaires retenus à la phase 1 à transmettre une soumission financière pour le projet d’après les devis et les dessins. Une fois le contrat attribué au terme de la phase 2, la liste des soumissionnaires présélectionnés sera supprimée et aucun autre contrat ne sera attribué.Les travaux consistent à fournir les installations, la main-d’œuvre, l’équipement et les matériaux pour la réparation d’un brise-lames à Bay de Verde (T.-N.-L.) en respectant à la lettre les spécifications et les dessins qui les accompagnent, ainsi que les modalités du contrat. Il est à noter que l’entrepreneur doit intégrer les protocoles standards relatifs à la COVID-19 dans son plan de santé et de sécurité propre au site. En général, les travaux prévus dans le cadre de ce contrat consisteront, sans toutefois s’y limiter, en la fourniture et l’installation d’un nouvel enrochement de 10 à 14 tonnes, comme indiqué sur les dessins. Les pierres ne doivent pas être déchargées des camions (elles doivent être placées individuellement au moyen d’équipement).Familiarisation avec le siteAvant de présenter une soumission, les soumissionnaires sont invités à visiter les installations et leurs environs pour examiner et déterminer le type, la nature et l’étendue des travaux, les matériaux requis pour les exécuter, les moyens d’accès aux lieux, la rigueur des conditions météorologiques, leur caractère incertain et l’exposition à celles-ci, les conditions du sol et tout aménagement nécessaire. Ils doivent également obtenir tous les renseignements nécessaires en ce qui concerne les risques, les éventualités et autres circonstances pouvant influer sur leur soumission ou sur le coût d’exécution des travaux. Aucune indemnité ne sera prévue par la suite en raison d’une erreur ou d’une négligence d’observation ou de détermination correcte des conditions qui s’appliquent.
