Objective: The resulting standing offer(s) is(are) designed to provide external resources to assist with civil assessments, preliminary engineering, design engineering and construction standing offer administration on an "as and when requested" basis. Background: Real Property, Safety & Security of the Department of Fisheries and Oceans - Newfoundland and Labrador (NL) Region (RPSS) is the custodian of various types of facilities in the province. Types of facilities which the branch is responsible for the life cycle management include: • Lightstations (staffed and destaffed) • MCTS Centers • St. John’s Southside Base • Warehouses • Helicopter Hangers • Fishways • Cabins • Wharves and other facilities Scope of Work: Individual Call-ups may be issue to awarded Offerors to provide any or all of the following services: a. Investigation and Report b. Condition Report c. Analysis of Project Scope of Work d. Design Concept e. Design Development f. Construction Documents, Pre-Tender Construction Cost Estimate and Project Schedule g. Tender Call, Bid Evaluation and Construction contract Award h. Construction and contract Administration i. Post-Construction Warranty Review j. Commissioning Comprehensive Land Claims Agreement: The Request for Standing Offers (RFSO) is to establish Departmental Individual Standing Offer (DISO) for the requirement detailed in the RFSO, to the Identified Users across Canada, excluding locations that are subject to the following Comprehensive Land Claims Agreements (CLCAs): - Labrador Inuit Land Claims Agreement. Any requirement for deliveries to locations subject to the Labrador Inuit Land Claims Agreement will have to be treated as a separate procurement, outside of the resulting standing offers. Ownership of Intellectual Property: N/A Security Requirement: There is no security requirement associated with this RFSO. Period of Standing offer: The period of standing offer shall be from date of award to 5 years (60 months) thereafter. Contexte: Biens immobiliers, protection et sécurité (BIPS) du ministère des Pêches et des Océans, région de Terre-Neuve-et-Labrador (T.-N.-L.) est le gardien de divers types d’installations dans la province. Les types d’installations dont la direction générale est responsable de la gestion du cycle de vie comprennent ceux-ci : • Phares (avec ou sans personnel) • Centre des SCTM • Base de St. John’s (Southside) • Entrepôts • Hangars d’hélicoptères • Passes à poissons • Cabines • Quais et autres installations Portée des travaux: Les commandes subséquentes pourront porter sur l’un ou l’ensemble des services suivants. Les services précis seront déterminés pour chaque commande subséquente : a. Étude et rapport b. Rapport d’état c. Analyse de la portée des travaux relatifs au projet d. Études conceptuelles e. Élaboration de la conception f. Documents de construction, coût estimatif de la construction avant l’appel d’offres et calendrier du projet g. Appel d’offres, évaluation des propositions et attribution du contrat de construction h. Administration des travaux de construction et du contrat i. Examen de garantie postérieur à la construction j. Mise en service Entente sur les revendications territoriales globales : La demande d’offre à commandes (DOC) vise à établir une offre à commandes individuelle et ministérielle (OCIM) pour la fourniture du besoin décrit dans la DOC aux utilisateurs désignés partout au Canada, sauf dans les zones visées par des ententes sur les revendications territoriales globales (ERTG), comme la suivante : - Accord sur les revendications territoriales des Inuit du Labrador Toute demande de livraison dans les zones visées par l’Accord sur les revendications territoriales des Inuit du Labrador devra faire l’objet de contrats distincts, attribués en dehors des offres à commandes subséquentes.
