- TWO PHASE SELECTION PROCESSThis is the first phase (Phase 1) of a two-phase competition: the first phase will evaluate the qualifications of all bidders; second phase (Phase 2) will invite the qualified bidders to provide a financial bid on the project based on the specifications and drawings. Upon award of contract in Phase Two the pre-qualification list will be terminated, no additional contracts will be awarded. The work consists of the furnishing of all plant, labour, equipment and material for harbour cleanup at Parson’s Pond, NL, in strict accordance with specifications and accompanying drawings and subject to all terms and conditions of the Contract. Note that the Contractor must incorporate COVID-19 standardized protocols in their site specific Health and Safety Plan. In general, work under this contract will consist of, but will not necessarily be limited to, the following:Removal of approximately 19,000m³ of existing granular fill materials including excavation, transportation and disposal at the location as outlined on the accompanying drawings.Build up of berm at the outside edge of the existing stockpile Number 1 as indicated on the drawings.After granular fill material has been transported and placed at the designated dumpsite as indicated on the drawings, the contractor is to level the stockpiles as shown on the accompanying drawings.The gravel access road from Route 430 to the dumpsite is to be left in as good or better condition that prior to use.All as indicated on accompanying drawings and specifications hereto.Before submitting a bid, it is recommended that bidders visit the site and its surroundings to review and verify the form, nature and extent of the work, materials needed for the completion of the work, the means of access to the site, severity, exposure and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their bid or costs to do the work. No allowance shall be made subsequently in this connection on account of error or negligence to properly observe and determine the conditions that will apply.The Contractor must perform and complete the Work within (10) weeks from the date of notification of acceptance of the offer.

Une fois le contrat attribué au terme de la phase 2, la liste des soumissionnaires présélectionnés sera supprimée et aucun autre contrat ne sera attribué.Les travaux consistent à fournir la totalité des installations, de la main-d’œuvre, du matériel et des matériaux nécessaires au nettoyage du port de Parson’s Pond, à Terre-Neuve-et-Labrador, en respectant strictement le devis et les dessins qui l’accompagnent, ainsi que toutes les conditions du contrat. Il est à noter que l’entrepreneur doit intégrer les protocoles standards relatifs à la COVID-19 dans son plan de santé et de sécurité pour le site. De façon générale, les travaux à effectuer aux termes du contrat comprennent ce qui suit, sans nécessairement s’y limiter :Enlèvement d’environ 19 000 m³ de matériaux de remblai granulaires existants, y compris l’excavation, le transport et l’élimination à l’endroit indiqué sur les dessins ci-joints.Construction d’un talus au bord extérieur de la pile de stockage existante numéro 1, comme indiqué sur les dessins.Une fois que les matériaux de remblai granulaires auront été transportés et placés à la décharge désignée, comme indiqué sur les dessins, l’entrepreneur devra niveler les piles de stockage, comme indiqué sur les dessins ci-joints.Le chemin d’accès en gravier de la route 430 à la décharge doit être laissé en aussi bon état, sinon meilleur, qu’avant son utilisation.Tous les travaux, comme il est indiqué sur les dessins et devis ci-joints.Avant de soumettre une proposition, les soumissionnaires sont invités à visiter les installations et leurs environs pour examiner et vérifier le type, la nature et l’étendue des travaux, les matériaux requis pour exécuter les travaux, les moyens d’accès aux lieux, la rigueur des conditions météorologiques, leur caractère incertain et l’exposition à celles-ci, les conditions du sol et tout aménagement nécessaire. Ils doivent également obtenir tous les renseignements nécessaires en ce qui concerne les risques, les éventualités et autres circonstances pouvant influer sur leur soumission ou le coût des travaux. Aucune allocation ne sera accordée par la suite en raison d’une erreur ou d’une négligence d’observation ou de détermination correcte des conditions qui s’appliquent.L’entrepreneur doit exécuter et terminer les travaux dans les (10) semaines suivant la date de l'avis d'acceptation de l'offre.
